The Vision

Brian's Manifesto

Eight pillars. Four wards. One vision for a transformed Mumias West.

Pillar 01

Education

Fair Education Opportunities and Transparent NG-CDF Bursaries

Education is the greatest equaliser, yet many families in Mumias West struggle to keep their children in school due to lack of school fees. As your MP, I will ensure that NG-CDF resources are managed fairly, transparently and reach the students who need them most.

Ensure fair and transparent distribution of NG-CDF bursaries across all wards
Increase bursary allocation for needy students to reduce school dropouts
Support the construction of classrooms, laboratories and libraries in schools
Provide water, sanitation and electricity in learning institutions
Establish a constituency scholarship programme for top-performing students from disadvantaged backgrounds
Launch mentorship programmes linking students to professionals and role models
Promote digital learning and ICT infrastructure in schools
Support strengthening of technical and vocational training institutions (TVETs) to prepare youth for employment

Every child in Mumias West deserves a quality education that opens doors to a better future.

Pillar 02

Agriculture

Reviving Agriculture and Protecting Sugarcane Farmers

Agriculture is the backbone of Mumias West. Our farmers work hard but continue to struggle with delayed payments, expensive farm inputs and unreliable markets. As your Member of Parliament, restoring dignity and income to our farmers will be my top priority.

Champion the full revival and sustainable management of Mumias Sugar Company to secure reliable markets for sugarcane farmers
Fight for timely payment of sugarcane farmers and fair pricing for their produce
Lobby for subsidised fertiliser and quality seeds for farmers across Mumias West
Promote crop diversification including maize, beans, horticulture, poultry and dairy farming
Support farmer cooperatives to strengthen bargaining power and market access
Promote agro-processing and value addition enterprises so farmers earn more from their produce
Support modern farming training and extension services to improve productivity
Encourage youth participation in agribusiness to create jobs and transform agriculture

A thriving agricultural sector means food security, better incomes and a stronger Mumias West for generations to come.

Pillar 03

Healthcare

Restoring Dignity, Access, and Trust in Our Health System

In Mumias West today, falling sick is not just a health issue — it is a financial burden. Too many people walk long distances to find care. Too many facilities have no doctors, no drugs, or no equipment. Too many mothers still risk their lives while giving life. The closure of key facilities such as the St. Mary's Hospital has only made things worse. This is not acceptable. Healthcare is a right — and under my leadership, we will restore dignity, access, and trust in our health system.

Reopen, upgrade, and equip health facilities across all wards so that care is accessible and reliable
Ensure constant availability of essential drugs in all public health centres — no more empty shelves
Lobby for more doctors, nurses, and medical staff to reduce long queues and improve service delivery
Strengthen maternal and child healthcare services to protect mothers and ensure safe deliveries
Promote affordable healthcare and reliable insurance access so that no patient is turned away
Introduce mobile clinics and community outreach programs to bring services closer to rural communities
Expand programs addressing mental health, drug abuse, and preventive care, especially among the youth
Support simple digital systems to reduce waiting time, improve records, and enhance efficiency in facilities

A healthy people is a productive people — and a strong Mumias West begins with healthy families.

Pillar 04

Youth & Jobs

Youth Jobs, Skills and Economic Opportunities

Youth unemployment is one of the biggest challenges facing Mumias West today. Many young people have energy, talent and ambition but lack opportunities. I will focus on creating real economic opportunities for our youth.

Promote skills development through TVET institutions and vocational training programmes
Connect youth to government funds such as the Youth Enterprise Fund and Hustler Fund
Support youth entrepreneurship and small business startups
Expand sports and talent development programmes to nurture youth talent
Promote agribusiness opportunities for young people
Support digital economy opportunities such as online work and ICT skills training
Encourage private sector investment that creates jobs for local youth
Establish programmes that help youth transition from education to employment or business

Investing in our youth is investing in the future of Mumias West.

Pillar 05

Security

Security for Our Markets, Villages and Communities

Security is a growing concern in many parts of Mumias West, with cases of theft, livestock rustling and insecurity in markets and trading centres. A safe community allows businesses to grow and families to live with dignity.

Lobby for increased police presence and additional police posts in security hotspots
Strengthen community policing programmes involving residents and local leaders
Advocate for improved police resources including vehicles and patrol units
Promote installation of street lighting in markets, towns and trading centres
Support initiatives to combat livestock theft and rural crime
Improve security in markets so traders can operate safely even in the evening
Work with local administration to strengthen coordination between residents and security agencies
Promote youth engagement programmes that reduce crime and create positive opportunities

A secure Mumias West is a productive Mumias West, where families feel safe and businesses can thrive.

Pillar 06

Infrastructure

Roads, Markets and Infrastructure for Economic Growth

Poor roads remain a major challenge in Mumias West, especially during rainy seasons when many roads become impassable and farmers cannot transport their produce to markets. Improving infrastructure will unlock economic growth and improve everyday life for residents.

Lobby the national government to tarmac key roads connecting major trading centres in Mumias West
Prioritise improvement of feeder roads used by farmers to transport produce
Ensure regular maintenance of rural roads so they remain accessible during rainy seasons
Support construction and modernisation of markets across the constituency
Improve drainage systems in markets and towns to prevent flooding during heavy rains
Promote street lighting in markets and trading centres to improve security and business activity
Support development of infrastructure that attracts investment and jobs
Improve transport connectivity between villages, markets and schools

Good infrastructure is the foundation of development, connecting our people to opportunity and our produce to markets.

Pillar 07

Local Economy

Local Economic Development and Support for Small Businesses

Small businesses, traders and informal sector workers are the backbone of the Mumias West economy. From market traders to boda boda operators, many hardworking residents struggle with limited capital, poor market facilities and unfair business conditions.

Lobby for the construction and modernisation of markets across Mumias West with proper stalls, sanitation facilities and lighting
Promote access to affordable financing through government funds such as the Hustler Fund, Youth Fund and Women Enterprise Fund
Support boda boda operators and transport sector workers through training, safety initiatives and financial services
Work to attract private investment and new industries that can create jobs for local residents
Promote local procurement opportunities so that businesses in Mumias West benefit from government projects
Support business training programmes to equip entrepreneurs with financial management and marketing skills
Promote value addition enterprises especially in agriculture such as maize milling, dairy processing and sugarcane by-products

By strengthening small businesses and entrepreneurship, we can create sustainable jobs and improve household incomes across the constituency.

Pillar 08

Environment

Environmental Protection, Sanitation and Climate Resilience

A clean and healthy environment is essential for the wellbeing of our communities. Many areas of Mumias West face challenges such as poor waste management, environmental degradation and the impact of changing weather patterns on farming.

Promote proper waste management systems in markets, trading centres and towns
Support tree planting initiatives to restore degraded areas and protect our environment
Advocate for clean and safe drainage systems to reduce flooding and waterborne diseases
Support community programmes focused on environmental conservation and awareness
Work with farmers to promote climate-smart agriculture practices that improve productivity
Encourage development of green energy solutions such as solar lighting in public spaces and institutions
Promote community participation in keeping markets, schools and public areas clean

Protecting our environment ensures a healthier future for our children and supports sustainable agriculture.

Pillar 09

Social Protection

Social Protection and Community Welfare

A strong society cares for its most vulnerable members. In Mumias West, many families struggle with poverty, lack of support for the elderly, persons with disabilities and vulnerable children. As your Member of Parliament, I will ensure that no one is left behind.

Work to expand access to government social protection programmes for the elderly, persons with disabilities and vulnerable households
Support community initiatives that assist orphans and vulnerable children to stay in school
Promote programmes that support persons with disabilities, including access to education, employment and public facilities
Advocate for improved nutrition programmes for children and mothers in vulnerable communities
Support initiatives that strengthen family welfare, counselling and community support structures
Work with partners to expand community health outreach programmes that reach underserved populations
Encourage inclusive development so that every ward and every community benefits from national government programmes

A compassionate and inclusive society ensures dignity, opportunity and hope for all.

This is a Promise, Not a Poster
